IBC Hospital Readmission Claim Payment Policy
Last Updated: 9/1/2011

Effective September 1, 2011, Independence Blue Cross (IBC) implemented a new claims payment policy for hospital readmissions “to eliminate the payment of multiple case rates for a single clinical event.” According to IBC Claim Payment Policy #00.01.47, readmission to the same hospital, or a hospital within the same health system, within three days of discharge from a previous hospital stay, and for a condition directly related to the original stay, is not eligible for separate reimbursement. The claim for the hospital stay that results in the higher payment will be paid; other claims related will not. In response to hospital community feedback, IBC published this bulletin containing a Frequently Asked Questions document clarifying some aspects of the policy.
